Terminator 2026: School drones and Police UAVs: Unmanned systems are becoming ubiquitous in public safety applications, not just military scenarios. RoboCop is here. In war contexts, machines have been making independent targeting decisions. Now that’s possible in a civil context. Panelists revisit the Autonomous Effectors concept, and build a table of permissible/impermissible autonomous actions indexed by urgency/expediency in civilian use. This is a topic coming to everyday Americans.
